Plus, as the PLP leadership rotates, whole new crops of government initiatives are launched or quietly abandoned with little long term planning or carry-through.
There’s an election coming up in Cayman so the Government there is trying to scrambling to claim the high ground of accountability.

- They even attempt to analyse the impacts (PDF) of different scenarios of the inevitable growth of the island’s population supporting international business.
