The inevitable claims have started that Minister Scott’s notes of the unofficial “Saturday Group” were stolen from his office. That seems unlikely given that the notes appear to have been circulated by email, according to a statement by the Bermuda Hospitals Board.

It’s more likely that one of the meeting participants, tired of the constant political tinkering, forwarded the notes which then took on a life of their own. It’s not even clear that the notes deserve special protection, as even the Minister admits they are not an official record.

The notes provide an interesting glimpse into the psyche and the extent of the tampering. Doesn’t the thought that the premier is “wholly alive to medical tourism” add some pop and sizzle to your morning?

There are rumblings that many are unhappy with the extended tinkering with the civil service, where the non-partisan work of government is under constant political pressure. This is no secret; the symptoms are visible in the local news every day.  In this little community, we all know people on the inside and we all know the situation is not good.

Consultations and long term projects are overridden in favor of short term political agendas. Permanent Secretary positions are anything but. The functions of oversight, such as audit, are sidetracked.  Important duties are strained because budgets have been reallocated to pet projects.  Staff become demoralised at the dishonesty of the “spin” they know is not correct.  Valuable staff leave because they cannot handle the political tinkering.

And the leaks will accelerate because the “process” has been broken.
